Smile Legal dimensions for a bedroom in New York

I want to rent a 3 bedroom apartment and I am looking at one in Staten Island. The master bedroom is a decent size but the other two are very small (can fit a toddler bed and dresser in one and probably just a twin size bed in the other). When I called the Gas company to find out roughly how much the heat/hot water are during the winter (since this is the first time I have ever paid my own heat/hotwater) and they said it shouldn't be too much because it is only a one bedroom. I'm wondering if the other 2 small bedrooms aren't the legal size for a bedroom. Does anyone know what dimensions a room has to be to quailfy as a bedroom?? Thank you very much.

    PS
Does anyone know if there is a law in place in NY about how much your rent can be increased each year (I heard it's a certain percentage but I can't find it on the housing wedsite)?

    Again Thank you.

I doubt that there are any requirements in state law, although there may be an applicable ordinance. You may be able to get an answer through the Metropolitan Council on Housing.

As for rent, the first question is whether or not your unit is rent controlled. Is it?
