My question is Can an adult the age of 19, going on 20 in july, date a minor the age of 17? Without the adult getting charged and possibly sent to jail?

Two things.
(Well, three actually).
1. Dating is not illegal. Provided that 'dating' consists of NOTHING physical that you wouldn't do with your grandmother.
2. This doesn't mean that the parents can't restrict the adult from being around their minor child - period.
3. PLEASE read other threads. This has been asked and answered approximately 48293711 times.

DATING is not unlawful. Sexual acts beyond kissing are.
You also need to be careful that you are not aiding or encouraging the child from disobeying his or her parents as that can land you in jail as well. If mom and dad disapprove, then you need to wait until the minor is no longer a minor and then he or she can make a decision as to whether or not they want or need parental approval and/or support.
And honestly, if you're turning to strangers on the internet to ask questions that pertain to whether or not you might end up in jail, have a criminal record, and become a registered sex offender - it's time to realize that your judgment is ALREADY showing signs of being questionable. How about the OBVIOUS answer: DON'T DATE CHILDREN. Then you don't have to worry.
