    Default Immigration for an Adult Sibling

    All,

    I am almost clueless as to the immigration area. That being said, I have tried to do read some articles and such, but have been unsuccessful. A friend of mine approached me for some advice as I am ostensibly the "know-it-all guy."

    Pre-2006, his grandmother received a Green Card. Around 2006, his aunt (daughter of the grandmother) received a VISA offer for $3k (required 60-day stay). She declined the offer. Now she has regrets and would like to reapply for a VISA. She currently lives in Lebanon. She is an elementary teacher. Her sister (daughter of the grandmother) lives in the USA (has green card as she has lived in the USA for over 20 years.)

    Questions:

    1) Is there a way for me to check her status? If so, is there a way for me to reopen her immigration status? Is there a way to request VISA offers?
    2) What would you recommend that I do for these people?

    Obviously I am not giving these people legal advice, but rather, I would like to point them in the correct direction.

    The USCIS website has very comprehensive guides for family based immigration. But if grandmother is only a permanent resident and the daughter is married; there is no path to a US green card. If grandmother is a US citizen, she may file whether the daughter is married or single. IF grandmother needs assistance, she should contact an attorney or an immigration social service agency.

    I see. To make it more clear, it is not a grandmother, but rather, his sibling. So he (has a greencard/citizenship) wants to bring his sister to the USA. His mother (sister's mother) had a green card but is now deceased.

    His sister received an offer for a greencard back in the late 2000s due to the violence in that foreign country.

    Since she did not take advantage of it at the time, she must begin again. The sibling petition can only be filed by a citizen but applies to married and unmarried siblings and includes the sibling's spouse and minor children. I assume the other was an asylum petition; if the situation still exists, she certainly can try again. However, it will be difficult to prove since she did not take advantage of the original one in a similar political climate.

    I recommend a consultation with an immigration law specialist in asylum claims.

    I highly appreciate your input. I definitely want to point them toward an immigration specialist, but these people are limited on funds. Therefore, I usually point them in the right direction without crossing the boundaries by engaging in unlawful law practice.

    What should the sibling do to "begin again?" The sibling is an unmarried sibling citizen (divorced) who has lived here for over 20 years. She has 4 kids who were all born in the USA. Is the form online? Should she go to the immigration office in-person?
