My question involves a child custody case from the State of: North Carolina

My boyfriend is now divorced from the mother of his daughter. Below is a brief history:

The child was born 12/2007. The couple married 06/2009. The couple seperated 08/02/2011. The husband at first gave the wife $100 cash after the split. The following week, he proceeded to give the mother a check for $100 and the check was refused. The husband went to the shared residence on 08/14/2011 to see his daughter and the mother had taken the child and abandoned the residence. With the help of social networking sites, the husband was able to find the wife and daughter 12/2011, however the mother refused to allow the father to see the child. The father called the mother's phone on 12/07/2011 to tell the child happy birthday and the mother proceeded to get on the phone with father's girlfriend and state that she would not allow the father to see the child because he had "molested" the child. (NOTE: The mother has a history of falsely accusing people of molesting the child when things are not going her way.) On 12/16/2011, the father received a civil summons to go to court on 12/19/2011 because the mother had requested a protective order. At the court hearing, neither party had legal counsel. The judge asked if the father agreed to a temporary order pending a custody hearing. He agreed. The protective order is for the mother, not the child. The mother brought forth accusations of molestation in June 2012. A criminal lawyer was retained and the father was never convicted on the charges after the interrogation with a detective. The divorce was final 11/21/2012. The father received a child support request in August 2012 to come to the county office with his paystubs. He was directed at that time not to do so by his lawyer and was told the process would move forward when a court date was set (to date, no court date has been set). The mother received Medicaid and foot stamps in Mecklenburg County, NC and upon moving to York County, SC in October 2012, kept a PO Box to continue getting this benefits illegally. Mecklenburg County now says they can't touch the case since the mother no longer resides there, York County says they can establish paternity and child support, but don't deal with visitation and custody and Gaston County (where the father lives) says it must go through the county where the child resides.

At this point, he has not seen his daughter in over a year and I spend every lunch hour, break, spare minute during my work day calling around town to find information and come to alot of dead ends.

Where do we go from here?
