If you consider your self a resident of California, you must do so there. States don't have "permanent residents." You're free to establish residency where you choose (note that residency for "in state" tuition purposes differs from the legal definition).
Depends on whether you have established residency there. Did you switch your drivers license over to that state? Do you maintain a residence there? Each state's requirements are slightly different, what state are you in?So in other words, I would be able to change my name in the state I am attending college in?

Thank you. I had seen that earlier. The process does not seem too complicated. I will be in California for the holidays. Can I start the process then, then hand it over to my parents? Or do I have to be present for the entirety of the process? Would be difficult for me to do that since I am going to school out of state.
It's not clear you need to be present at all. Make sure someone is watching your mail at your California address and the only time you should have to be there is for the actual hearing, which is pretty much the final step.
If I decided to go through with the name change in NC, would I be able to?
You have to be a resident of the NC county you are applying in. If you can demonstrate to the court's satisfaction that you are a resident (typically takes a NC Driver's License, a car registration, a utility bill, etc...) then you can file there.
