Default Is There a Statute of Limitations on Probation Assessments

My question involves criminal law for the state of: Wisconsin

    - - - Updated - - -

My husband received a letter from the department of Corrections and said he owed $260.00 from 1999 when we called the lady said that the fee was for suprvistion fees and that she could tell us anything else because back than they got new computers and it doesn't show if and or what ny husband and PO agreed on. Now they are saying they will be taking his tax return if we do not pay this in full. She also stated that his PO must not have used the new computer program and that is why nothing is in the syste,. My question is how is that his fault and not the PO's fault and after 13 years they are now just coming after him? Can they do this without "proof" that it wasn't paid for all they know if was paid and his PO just didn't update the system as she said he must not have done to show that he owed this money. Please help

The most obvious choices as I see things: Your husband can attempt to document his payments, attempt to convince the court that he paid back in 1999 and that the claimed balance is in error, or pay the claimed amount.
