    Default OPT Application Rejected

My F1 ended on August 31st and grace period to apply for OPT was till October 31st. I received a letter on Nov 9th from USCIS with my entire application package stating that my application was rejected due to issues in cheque. Since I was already out of grace period when I received reject, I am worried about my status. In package, there was a letter from USCIS stating date when it was received by USCIS and that date is within grace period. I sent package back to them on Nov 12th for OPT filing but my student service center was not so confident about my application. My I20 was within 30 days period by the time I applied for the second time. I am tensed!!!! My question is if the application gets rejected for the first time, does the second application has to be within 60 day period of graduation?Kindly let me know. Sum of $380 was deducted from my bank account 2 days ago and I have received a receipt number that is not yet functional. My application is at Vermont USCIS center.

...my application was rejected due to issues in cheque.
A "cheque" is the British way of spelling check as a form of payment - if you are stating that your check bounced, that you did not have money in your account to cover your fees and thus you didn't provide proper payment with your application, it's pretty clear why you were rejected. Is that what you're saying?

If you bounced your check the first time around, you can think of the "second" application as effectively being your first. You appear to be stating that you filed the new application within 60 days of the end of the semester ("My I20 was within 30 days period by the time I applied for the second time") so what's the issue here?

Yes, check was returned to me along with my entire application on Nov 9th. When I sent the entire application again on Nov 12th, check was cleared and $380 were deducted from my account. My question is since I was outside of my 60 day grace period when the first application came back to me rejected, will that cause trouble in OPT approval? I have sent my application now and check got cleared but don't know where I stand and how long will it take for USCIS to get back to me.

Just to make sure that I am clear again, my first application was within 60 day grace period but it was rejected. It came back to me after the end of 60 day grace period. I applied again with the cover letter from the first application that I received from USCIS. The cover letter mentioned that my first application was with them well within grace period along with the date it was received by USCIS. Kindly let me know what to do under this situation.
