Default Can You Make a Personal Injury Claim if You are Hit While Driving Without Insurance

My question involves an injury that occurred in the state of: California

I was driving my scooter when hit by another vehicle. Police report states other driver was at fault. Insurance co. has already compensated me for loss of scooter.
I am now ready to submit my Medical bills, RX, Towing charges, and a few miscellaneous expenses. The insurance Co. wants me to submit proof of valid liability insurance - My policy had not taken effect when I had the accident, I can not submit proof. What adverse consequences am I looking at? Will they pay my medical bills? Will they pay pain & Suffering?

they will not (and aren't required) to pay pain and suffering. They are liable for your actual damages only.
