My question involves employment and labor law for the state of: California and HIPAA

My spouse's employer, the VA Health Care System, refuses to allow me to speak with the HR or payroll departments about our health insurance plan for which they have deducted money from my spouse's paycheck before the plan has become effective. Although I am covered by this plan, they claim that to discuss the health insurance plan and premature deductions from my spouse's paycheck are in violation of HIPAA. Is it really a HIPAA violation? If so how can I discuss the paycheck issue and the health insurance that covers me? Additionally, I need to speak on behalf of my spouse because of conflicting work hours with the mentioned departments.
