    Default Social Security Payment Obligations of Non-Resident

    Hello,

    I want to understand if an Israeli resident and citizen that is also a U.S. citizen (who was not a resident of the U.S., but she is a U.S. citizen because her father is a citizen and was also a U.S. resident in the past) is obliged to pay any social security payments in the U.S or any other U.S. taxes. The Israeli citizen works in Israel as an employee and also as a self-employed, and does not have any income from the U.S.

    All U.S. citizens are supposed to file federal tax returns.

    If you don't pay into Social Security, you won't qualify for Social Security retirement or SSDI benefits.

    I disagree with this slightly. First, an incidental US citizen (citizen solely because one parent is but who has never lived in the US nor ever intends to do so) is not subject to filing US federal tax returns. Second, a US citizen working abroad, for a company located abroad, is not permitted to pay into SSA benefits.
