    If a new car dealer were to never register a new vehicle in there name, and then place a dealer licence plate of that vehicle, and drive that vehicle around for 50,000 miles. the dealer could then sell that vehicle as a brand new vehicle and register it in the new owners name. A vehicle isn't considered used, until it is registered with a state DMV.
