Default Should Non-Custodial Pay More Because They Don't See Their Children when Scheduled

My question involves child support in the State of: Texas

Background: Divorce was final in 9/2011 with child custody and payments put in place on that date.

Dad is non-custodial (NC) parent and has refused to comply completely with the custody arrangements. This has added a financial burden on me as I never thought he wouldn't take the children at agreed times; and I only asked for the minimum % of child support required by Texas law.

I know that I cannot force him to take the children, but since there is an additional financial burden on me now that I am feeding/housing the children during his visits, can I take him back to court for a review of the child support payments? Also, since he might ONLY see the children 4 days a month, he now has a 2nd full time job, which changes his finanicial position as well.
