My question involves landlord-tenant law in the State of: Louisiana

I currently live in New Orleans. At the end of August, we experienced a hurricane (Isaac), and I suffered damage to my electricity, gas (actually, a gas leak which led to me calling the utility company and having them remove the meter), and water lines. As of October 22, I am still without gas and hot water. The last time I spoke with my landlord about the situation was at the end of September, when he told me that in order to get the gas back he would have to fix the line and then get an inspection from the town signifying that the lines are "up to code" so that my meter can be reinstalled. I understand that this takes time, but I decided to not pay October rent, wait until he asked me about it, and explain that after this amount of time I need some kind of definitive timeline of when I can expect all of my services back.
Instead, I didn't hear from him until Friday. He didn't let me explain why I didn't pay rent- just threatened me with serving me with a 24-hour notice to vacate come Monday at 10 AM. I hurried out and paid rent for the month, but now I want to break my lease and get out of here. What do I even do? Would my conditions constitute my apartment as "unlivable"? This coming Friday will mark 2 months without gas or hot water.
