I think you are not understanding what an interpleading is. You kind of have it backwards (the two parties and their relationship with a third party). Also, there could be no other parties to your suit such as you suggest (the government entities)
You also apparently do not understand that you cannot file a complaint on behalf of somebody else (the government entities you speak of)

Not true at all. In fact, you can go to work every day and if your earnings are below your calculated benefit and you would otherwise qualify for UI benefits, you can collect UI benefits and a paycheck simultaneously. The fact you are medically disabled will be an issue though.filing for unemployment would be effectively quitting
Other than that, your post is rambling and unclear as to the issue at hand. If you believe laws were broken, report them to the appropriate agency.
How is being hearing or speech impaired and the requirement of any telephone carrier to be required to provide certain services for the hearing or speech impaired causing you to not be able to perform your job?
