Under the same roof, in the same living area, probably. If in the other half of a duplex or another separate living unit of a building, no. Then it's an eviction that the landlord needs to follow.

It becomes active once it's served on the person by law enforcement. Could take hours, could take days - or much longer if the subject of the order purposefully attempts to evade service.
