Exclamation Can You Give Somebody Custody to Get a Child Out of Foster Care

My question involves a child custody case from the State of: new york

To get your child out of foster care can you have a trusted close friend take custody of your child until you can support your child yourself?

If you are neglecting your child you can avoid having your child removed by placing the child, prior to the involvement of protective services, in an appropriate household of your choosing.

If you choose not to do that, such that your child is removed from your custody and placed in foster care, you can still suggest a third party placement, but it's no longer your choice. Once they're in state custody, protective services and the courts decide where children are placed.
