Angry Rear-Ending a Car That is Sitting at Traffic Light

My question involves a traffic accident in the State of: Georgia (Henry County)

At off ramp exit light in right turning lane, vehicle in front of me started to turn and I proceded to step on gas to move up while turning my head to the left to check for oncoming traffic. Turned head back immediately to find vehicle in front had stopped suddenly not seeing an oncoming car. I rearended the vehicle. (All of this happened in a matter of 2 seconds). Officer writes me a following too closely citation. Does this seem unreasonable? Should I show up in court? What would I plead if so?
