My question involves landlord-tenant law in the State of: Washington, DC

DC has many pro-tenant laws like Right of Refusal in the event of a sale. Effectively they have a set of rights that enable them to buy the house out from underneath you, even if you're trying to sell the house to something in your own family!

My question is simple. My daughter would like to move into my rental house in one year. Can I rent the house to her, and have her sublet the house to a sub tenant without the renters rights passing down to the sub-tenant? I'd like to sell the house to my daughter eventually and protect our investment from falling into a strangers hands.

Are the rules for evication similar? I would assume that since she is moving into the property in 1 year, she could generate a sub-lease which states her intention to move back in. Given that she follows all the rules of notice of eviction etc, does the sub letter have to leave?
