My question involves a consumer law issue in the State of: California

My Story:
On a specific day over a weekend, I purchased a few tickets in advance online for family and friends so that we could ride Segway's toghether. Now, all we just needed to do was wait until the weekend to take the tour. So far so good!
Saturday morning comes, we all in a vehicle, and are all on our way to the tour place. While driving, I get a call on the phone. But, I was driving and so couldn't pick it up although I noticed someone called. So, I pull over and listen to the voice message. They say, "Sorry, we have to cancel the tour for today. The area for the tour where we take the Segways was shut down and so we must cancel the tour for today. There's no point to come down here. Just wanted to try and catch you before you head our way". To late though, we were already on the way...but glad we got the message!
Disappointing right? I've never been on a Segway. Though it would be fun to give it a try with some friends and family. So while we are all in the car, I give them a call and talk with them. To make a long to short, we discuss why the area was closed: something happened and so the police locked down the area.
Ok fine, so things happen in life! I got it..I was understanding. I can deal with that! No problem. So they ask on the phone, do you want to re-schedule or have a refund? And, I said, "Go ahead and refund me back to my credit card considering I don't know when I would want to re-schedule for a Segway tour".
A week goes by and I noticed they never refunded my money. So I call again and talk to someone on the phone. They say, "Sure, I'll talk to Ryan (the boss) and he'll get you taken care of on Monday". Ok great!
A few days go by as I was convinced it was taken care of. But still, they haven't refunded my money. Noticing this at night, I call again and leave a voice mail for them to get the next day. In the voice-mail, I simply and kindly remind them to refund the money they promised they would refund.
Finally, again I call. I talk with someone and they again tell me they are going to refund the money. I then wait a few days, and STILL they don't refund the money.
Now irritated by the whole thing, I write them a certified letter. I know they have gotten the letter. At least a week goes by, but no one from the Segway place calls me, writes me, or simply refunds me my money. Just silence!
Question:
All I want is my money back for a service that I never received. I to this day have never been on a Segway. And, I paid for a tour that they canceled. To me, the right thing to do would be to refund your money back. There was no tour, I caused them no expense, and they gave me no service for anything. So just please return the money to me and all is well. Seems fair to me!
Yet, they refuse to give me my money back and have given me empty promises in saying that they will. It's been about 1 month and 2 weeks now, and they have NOT refunded me the money.
It's almost as if there empty promises to refund me the money is a way to keep me calm and then as days go by for me to hopefully forget that I have given them money for a tour.
I even have a voice-mail as proof that they canceled my ticket for the day!
I'm not sure what to do now. They simply are ignoring me. So, what should a person do in my situation?
