My question involves a driver's license issued by the State of: Louisiana

Aprox 2 years ago I recieved 4 traffic citations from the Town of Golden Meadows Louisiana. At the time of the citations I was driving someone elses vehicle( whose paper work was left in her other purse ). I was pulled over for speeding ( Which I was and have no problem with paying that ticket ) 41mph in a 30 mph zone. During the process of the traffic stop I was also written tickets for a burnt headlight, ( which only had a short in the wiring ) not having an up to date insurance card in my possesion, and not having up to date registration in my possesion. I have called this town several times to provide proof that the wiring has been fixed and the light works, and the copies of the good insurance cards and registration. I have recieved no cooperation from them what so ever. My D.L. has been suspended and the fines total over $1100.00 . I live a couple hours away from this town and was curious if there were something I could do to get out of these tickets or to reduce the cost significantly so I can afford to get my driving privillages reinstated.
