    Default Father Moved Out of State, Need to File Parenting Plan

    My question involves a child custody case from the State of: Washington

    My child is 3 and the father has never seen her, and wants no interest in doing so. His family also do not know he has a child. Because I need a passport for her to visit my family, I need to file a parenting plan stating I have full decision making rights which he has said he would sign, but now he has moved several states away and I cannot get a hold of him. Is this the type of circumstance a newspaper legal ad would be beneficial? We also have no support order and I would like to also get one, but how would we know his income if he never responds?

    You're going to need to try to effect service. A court is not going to excuse you from making a good faith effort to serve him before allowing substituted service.
