My question involves labor and employment law for the state of: Oregon
I was wondering if I got into trouble as a minor that made it so I can't join the army, does that disbar me from being able to become a police officer?

Define "trouble".
If the army won't take you (seriously, there are at least a few waivers to be obtained if the crime is not serious) it's not likely that LE will want you either.
That depends. What is this "trouble" of which you speak?
Were you adjudicated for a criminal offense and was there a "true finding?" (i.e. were you found guilty of something?) If so, what was the offense, and was it a felony or a misdemeanor?
How old were you when this occurred? How old are you now?
While your "trouble" might not rise to the level of a statutory bar to employment as a peace officer, it might be such that no agency will even consider you. Or, it might be of minimal consequence. Some more details would be helpful if we are to give you some idea of what you might face if you try to pursue a law enforcement career.
if ya cannot join the army .. kiss any LEO job good-bye
