You apply to a U.S. LLM program, apply for a student visa (or other appropriate visa permitting study in the U.S.) and document your acceptance into the academic program... the law school or associated college will likely have an adviser who helps with immigration issues. When you decide what visa you are pursuing, you will read and follow the application instructions for that visa.
You can search for U.S. law schools that are offering L.L.M. programs for international students through Google. Then, go through the schools' websites because they usually provide you with all the information that is relevant to your admission to the school. Good Luck
Pretty much every law school offers LLM programs, and all accept qualified foreign students. The LLM is in no small part a mechanism for foreign lawyers to earn the necessary credential to qualify to take a U.S. bar exam (although it's up to the individual to make sure (a) the LLM is necessary and/or sufficient in the state in which they plan to seek a license and (b) that upon graduation the academic institution they're attending will issue them a degree sufficient to meet that state's requirements).
