Default Is Spending Money on Drugs a Form of Neglect

My question involves child abuse or neglect in the State of: Nevada

A woman's husband uses all their money on drugs. he often steals money from her when he can to get drugs. He pawned all of her possessions recently as well. The baby has no clothes since she is 6 months old and quickly outgrows them. I think the baby has food but im not sure how much.

She is trying to divorce him but he wont accept and other legal matters prevent her from doing it.

Can this be considered child neglect on his part and can it be reported to where she can get the divorce granted?

It would be neglect on both parts since she is still married to him and he's using household money.

Does she really want to go there?

    Seriously?

And really, if the baby is being neglected and you're aware of it why haven't you called child services?

Yep - she's risking the state taking the child from BOTH of them by failing to do what she needs to do to either better control the resources needed to properly care for her child, or to get out of the relationship that she is allowing to override the child's well-being. If she thinks she's got "legal matters" now, she'll be in for a big shock when the legal matter of trying to get her child back from child protective services or foster care hits. "It's my husband's fault" won't even slow them down in taking the child if the child is being neglected.
