Unhappy Contacted by Debt Collector Before Receiving Final Bill

My question involves collection proceedings in the State of: Florida
Hello, this is not for me but for my mother. I have several questions, so please bare with me.
She had received a letter through the mail claiming an amount that is triple and more of what she owes to the hospital. She actually received a letter from the collection agency before receiving her final notice from the hospital; specifically a day before, I wanted to know if this is legal. We are a very low income family and live off of welfare. I also wanted to know where are the state laws of Florida stating the maximum amount a debt collector can charge on a contract if any. Is it too late to pay the hospital, because she went there and they said to fill out this packet and sign it with all property she owns, she only owns a car to go to work. Am I allowed to ask if the collector would settle for a less amount of money? Also, there is no possible way that she can pay in full within 30 days. Any recommendations would be helpful and she certainly can pay slowly. Is she heading towards a lawsuit.
    [Edit]
I'm applying her for medicaid to see if the government can help out, I'm really worried about her financial crisis.

Nothing illegal about sending the bill into collections before issuing a "final notice".

Is there a reason she hasn't already tried to negotiate a repayment plan before now?

The debt has been sold, so the hospital won't negotiate.

The packet they gave her was likely to establish she was low income and qualified for a government debt waiver on some fees. Her failure to follow instructions led to her being where she is now. The barn is empty, the cow is gone. If she could pay off 50% in cash, she might be able to bargain. Money talks, bs walks.
