    Default UN Convention Against Torture

    Article 1, Paragraph 2 of the UN Convention Against Torture states the following: "This article is without prejudice to any international instrument or national legislation which does or may contain provisions of wider application." State of California Penal Codes 203-206.1 seem to have a wider application than many other instruments or legislation, so could California law be considered in a CAT complaint with regard to this article and paragraph even though it is not an international or national instrument? If you know of any cases or articles that may be helpful, please cite them. (I have no formal legal training and am conducting my own research.)
