My question involves real estate located in the State of: Harris County, Texas
I want to put up a metal railings security fence with gates. Part of the fence will run between mine and my neighbors front boundary line. To be on the safe side, my thoughts are to ensure fence and concrete footings are all entirely on my side of the property.

Questions:
What would be a 'safe' distance from the property line in which to erect the fence on my side of the boundary?
What about adverse possession considerations going forward for any strip of grass that is still my property but would be on the, lets say, 'outside' side of the fence?

The fence will not run down the entire dividing line between the properties.
