How to Emancipate a Stepchild

I am looking to emancipate my 17 yr old stepson. Since his father and i have moved in together he has not wanted to move from ohio to kentucky, We allowed him to stay with family in ohio until he burned his bridges there by lying and stealing. He came to live with us and got suspened from school for fighting and went to stay with his brother in ohio. and his since burned his bridges with him. he wants to stay in ohio , he will be 18 in november, what can we do

Where is the other parent?

EVEN IF you had legal standing to do so, which you do not, he does not qualify for emancipation in any state.
