When Can You Get Emancipation

My question involves juvenile law in the State of: California
Here are a few question I have about the form and just in general.

Do you already have to be living away from home?
Is it possible to petition for emancipation if you are living at home and wanting to move out? (And already have a new place to move to).
What if your parents do not want to sign to the consent of an 'emancipation without a hearing'?
If you are currently living at home and it is possible to petition for an emancipation, Do you estimate the 'monthly expenses' section on the emancipation form based on your lifestyle and income?
