Keep meticulous records of your mileage and reimbursement. Claim the difference between what you were actually paid and what the IRS allows on your income taxes at the end of the year.
Unless you are in CA or MA, whether you get mileage at all is entirely up to the employer, and if they do provide it, it's up to them how much. In this particular instance, the IRS rate is the maximum that can be provided (without having tax implications) not the minimum.
