My question involves landlord-tenant law in the State of: FL
My friend(female) and her roommate(female) signed a lease for a house. I was there the day of the walk-through and noticed that the doors of the rooms inside the house were old and the they didnt have a locking mechanism. My friend asked the landlord to provide locking mechanism with the doors to insure privacy and safety in each room, the landlord said she would send the handyman, handyman came, no locks were put in the doors of the inside rooms(3 rooms).

Months passed, a third roommate(female) was brought in common accord with all those on the lease(my friend and her original roommate), since they were all females they forgot about the interior door locks. Months passed and the newest of the roommates(not on the lease) left. The other roommate(on the lease) replaced her with a male roommate(not on the lease), my friend was not in accord with this decision, but the roommate collected rent and after a month left the house with no notice leaving my friend with all the responsibility of the lease.
The new male roommate become aggressive to the point my friend fears for her and her pet's safety. I was there last weekend and the male roommate flipped out because I was there, threatened me with bodily harm and called me racial slurs.
My friend, the only one on the lease living in the house is terrified, she called the cops a couple nights ago but cops said he hadn't done anything so there were no grounds for anything at this time.
At this time my friend is trying anything to get out of there or get the male roommate out of there as soon as possible. The landlord is not cooperating saying that she has to figure things on her own with the male roommate.

"The landlord is required to rent a dwelling that is fit to be lived in. It must have working plumbing, hot water and heating, be structurally sound and have reasonable security, including working and locking doors and windows, and it must be free of pests. The landlord must also comply with local health, building and safety codes. If the landlord has to make repairs to comply, the landlord must pay."
I believe that my friend never sent her landlord a letter about the locks, I was there the first day during the walk-through when my friend told the landlord about the locks and she acknowledge. I had to install a deadbolt in my friends room because in one occasion her male roommate stormed into her room while she was showering in the bathroom in her room, fortunately her bathroom had a lock.

I know that a lock seems like a petty excuse to get out of a lease agreement but at this time she is desperate fearing for her safety and between being responsible for the whole rent and living with a unstable person that doesnt want to leave immediately seems very stressful.

can anything be done?

Update: the male roommate threatened my friend with calling animal services, my friend has to keep her small dog in her room for fear that the male roommate will do harm her dog. The male roommate is threatening my friend saying that he will call animal service for keeping the dog in her room.
