If you have not had sex, there is no legal issue. Lusting in your heart is only a worry if you plan to go on a talk show or something. Minors can not give consent. This is general comment. I do not know Arkansas law and could care less. Other people will likely give you more specific advice.
What is in your head regarding sexual identity makes no difference legally.
The law is not going to get involved unless you have bible thumping close relatives who want to make a stink about it or something. Maybe if the chief of police walks in on you doing it.
I don't see anything happening criminal. I see family services getting involved and all crap breaking loose if the wrong people find out. Minors are not in control of their lives. Don't go on any talk shows or put up any billboards, especially not in Arkansas.
I would suggest contacting some gay youth organizations, gay legal organizations and any support groups that deal with gay youth. You obviously know how to use the internet.
Don't keep a journal or keep any evidence. In any case, don't panic. When you get to be 18 you can write a book and do whatever you want.
