Default 15 year old in Texas needs help

My girlfriend lives in Texas with her mother and grandmother, and her parents just got recently divorced. Her biological father refuses to give custody to her (for lack of better phrase) step father though her biological father and mother were never married, they haven't heard from her biological father in years, and have no idea where he is. Her grandma and mother smoke marijuana (this isn't just her venting about it, they've admitted this to my parents.) Her mother is in check when her grandma is in the house, but whenever her grandma leaves, her mother spins out of control, and begins yelling at her, verbally abusing her (cursing at her, putting her down, claiming she's ruined her life,) and sometimes even physically abusing her by slapping her, throwing things at her, and holding her against walls and corners. Just recently her mother has been having strange men to the house, and assaulting my girlfriend whenever she so much as says anything negative about her mother infront of them. She wants to be emancipated, but she's too afraid to call the police to get records of the abuse because she doesn't think they'll help her. Her (once again, for lack of a better phrase) step father has offered to let her move in with him and support her once she has become emancipated, she is an A student, and is ready to get a job as soon as she becomes 16 (this June.)

    What I'm wondering is
A.) Is there any way she can get the papers for this without going to a court house.
B.) Would the investigators see this enviroment as hostile, and allow her to be emancipated without much evidence from the police.

She'd write this herself, but she asked me to as she is currently hiding in her grandmother's room with the door locked.

From what you have stated, she does not meet the requirements of being emancipated. (See link above.)

It seems as though the police have some documented evidence of the abuse.

She should consider discussing the problems she is having with the school counselor. The counselor is mandated to make a report to the proper agency.

If it is found to be true, they will help her find a safe place which will also allow her to continue with her education.
