Default Change of Name and Social Security Number to Avoid Bad Credit

I am a foreign national who came to USA five years ago on a student visa. During the time I spent, I racked up credit card debt to the tune of $25,000. I was unable to pay it back and so I went back to my home country. Now I want to come back to USA and start all over again.

Here are few steps I thought about:

    1. Change my name in my home country and get a new passport

    2. Apply for a new visa and come to USA

    3. After arriving, Apply for a brand new SSN

    4. start a new credit history all over again

Please tell me if this would work.

Here's the thing: If you fraudulently obtain a second Social Security number, you are committing a felony. 42 USC § 408(6). If you are caught trying to use the fraudulently obtained Social Security Number, in virtually any relevant context you are committing a felony punishable by up to five years in prison. See 42 USC § 408(6) generally, including subsection 7-8.
