Default Can You Be Terminated for Saying You Saw Payroll Information

My question involves labor and employment law for the state of: Florida

I worked in accounting and was in charge of tracking employees pto time used. I was given information with employee pto used with their pay rates, raises and company loans. I was terminated for "knowingly making false statements to company vice president related to payroll and related records". How is this legal?

It is legal because there is no law that says it is illegal. Google, at-will employment.

How is this legal? Because no law makes it illegal.
