Attempted Possession of Drug Paraphernalia

My question involves criminal law for the state of: Arizona.

I was pulled over in Yuma az and the officer said he smelled the odor of marijuana. He proceeded to arrest me and search my vehicle. Upon searching my vehicle he found a container with residue in it but no bulk material. I was then charged with attempted possession of paraphernalia. I was offered a plea to plea to the charge but with a $450 fine but im wondering if I should ask for a public attorney and fight the case. Any advice would be greatly appreciated.

The charge, "attempted possession of paraphernalia", doesn't make sense. You either had it or you didn't - how does attempt factor in?

I wish I could tell you. It's not me misreading my paperwork it really is attempted possession of paraphernalia class one misdemeanor.
