How to Get My Niece Out of a Terrible Family Situation

My question involves a child custody from the State of: Texas & Louisiana

My sister lives in Texas and has a 10 year old daughter. My sister does not have a job and is suffering drug abuse related Grand Mal Seizures. She has warrants for her arrest and is operating a vehicle with a suspended license due to the seizures. She is driving with the child in the vehicle. The father suffers from drug and alcohol abuse as well, and was recently shot twice in the stomach during a robbery of his home. The mother and father are divorced. The father's mother is in her 90's and often has the child. My wife and I live in Louisiana (problem #1), we are both prior military and have steady well paying jobs. We have three young children and can demonstrate our ability to take car of this child. We also have multiple character whitnesses to include family. On multiple occasions my wife and I have spent several hundred dollars on clothing for the child. The child requires glasses which the parents have not provided. We feel that she is not getting adequate health care a child requires. Talking with the child she is desperate to be part of a loving family. My wife and I are trying to figure out how to get custody of this little girl and give her a stable family life. Is it possible to get a child from a different state? (Problem #2) Can anyone provide an estimate of cost to make this happen? Any advise hear would be much appreciated. Thank you.
