    Default Fraternity Dues

My question involves collection proceedings in the State of: District of Columbia.

I was pledging for Kappa Sigma fraternity. I was hazed by the brothers of Kappa Sigma but the issue is when I became a brother and they never made me sign anything but I became inactive by not going to the meetings etc. I was billed for 1,000 dollars for monthly dues which I did not know about or was informed. They never made me sign anything agreeing to the payments. I spoke with organization president and he said I was initiated to Kappa Sigms fraternity meaning I will have to comply their rules and by-laws. I never signed anything stating that I will comply or pay anything?!

You cannot POSSIBLY expect anyone to believe that you were completely unaware that belonging to a fraternity would cost you money. There's an old, old joke us GDI folks crack about kids on Greek Row buying their friends, after all.

    Pay up, or be sued.

I know, my point is can they do that even though if I did not sign anything?

If you are sued you are free to argue to the court that nobody told you that you would have to pay dues or what the dues would be, and that you didn't realize that you would have to pay dues as a fraternity member. The court will weigh your version of events against theirs, along with whatever evidence is submitted, and decide which version is more credible.
