HOA Trying to Fine for Staring at Another Person in the Common Area

My question involves a condominium located in the State of: illinois

Can hoa fine someone for staring at another individual in the common area. And the amount is $250. They termed this as being nuisance. No previous warnings from either the hoa or the individual.

They have no fine schedule and they make no specific reference to to staring as finable.

You'd need to review your bylaws and other condo/HOA docs to see if this is legitimate but it sounds kind of flakey to me.
