My question involves labor and employment law for the state of: Virginia

My daughter is currently working for an organization and she has contacted HR with issues of inappropriate sexual conversation in the office and selective enforcement of work policies. She keeps asking for a copy of the employee handbook that clearly states the written policies to the management staff and to date not received any feedback. In discussions with HR they an solitified some of her complains as far as the sexual conduct, but now there is now a great deal of hostility towards her by the management team in the office. She is the senior employee in this office and at this facility. She has been in her position at this location longer than the mangement team. Today she was told by her management team that another staff member (an equal with less time) was promoted. The reason she was given was she did not have enough time, and when they asked her to stay late at the last minute she had other commitments. She was never given the opportunity to put in for the job, is this discrimination due the fact they are all college students taking classes and one schedule is less hectic than anothers?
