My question involves a traffic citation from the state of: Georgia

I am currently enrolled as a student in a cross-enrollment program at two universities in Atlanta as a grad student/1L law student. At the school where I am a graduate student, I left my car standing in a "handicapped" parking space while unloading some materials for a class I was teaching. While inside the building, I was issued a $500 ticket for parking in a handicapped space.

However, the space I parked in is not a handicapped space according to O.C.G.A. 40-6-221. The sign denoting that the spot is a handicapped one is not up to code because it is not at least 7 feet in height (from the base of the sign) and because the sign does not bear the correct phrases as mandated by the above code. Additionally, the parking area is newer than 1987, meaning that markings alone would not suffice to identify it as a handicapped spot (not to mention that there are literally no markings on or around the spot). Also, the contract that I was implied to have entered into when I purchased a parking permit through the school makes no mention of their definition of a handicapped space outside of those found in state regulations.

I (of course) appealed the ticket and appeared before a student board of appeals, who essentially told me that they had no power to dismiss my ticket, saying that, "it's actually up to our boss, we can't actually be the final judge on anything." The appeals board is specified on the parking services website as the final arbiter in disputes over parking tickets. Instead, the board told me that I should further escalate the ticket, however, there is no procedure in place to do so.

The school is a public university with a police force that is independent of the Fulton County police. The Parking Services officer who wrote the ticket has been (ostensibly) sworn in by the University Police in accordance with Georgia law. I'm wondering how to escalate this matter further; since the ticket was issued by the University's Parking Services, I have no court date or any way of having a hearing before an actual judge to contest the ticket. I feel that if I could be heard by an actual court and not a board of appeals, the ticket would be instantly dismissed.

How can I get a hearing with a judge/how can I escalate this dispute further?
