Is there some reason you don't simply follow the law, and keep the USCIS informed of your address?

You are REQUIRED to report your address changes even if you are on F-1. File the proper form to update your address - and do so even if you just change residences in your new location.

You must always keep address updated with U.S. Citizenship and Immigration Services (USCIS); when you move and there are forms (AR-11) for that.

First of all, DV (Diversity Visa program) is managed by the Bureau of Consular Affairs, U.S. Department of State.

Therefore keeping address updated with USCIS; may not mean Diversity Visa program has your update. There are two ways to keep an eye, if you are a DV winner:

    1) File a change of address with the Postal Service; which is valid for 1 year (double check to make sure) from the day you move.

    2) Check DV status online & call the Bureau of Consular Affairs if you think you missed that mail.

    Good luck & keep trying.
