My question involves unemployment benefits for the state of: Washington
Background:
In 2011 I moved from California to Oregon, even though I resided in Oregon I worked in Washington.
I quit working for my CA employer to be married, my prospective wife had just applied to graduate school and was permanently moving to Portland, Oregon.
I worked in Washington for 8 months until I was laid off by my employer. Yes, I signed a form saying that I was being laid off through no fault of my own because of downsizing.
I called Washington unemployment office and was told I was eligible to receive benefits; however I was told I was also eligible for California benefits too. I was advised by the person with whom I was talking with that I would receive a bigger benefit payment from California and she recommended that I call and apply through CA EDD instead of Washington.
I called California EDD, and was asked questions regarding my employment in California, how long I worked and what my wage was and all that. She then asked me about my most recent work in Washington and why I was let go. In the end she said the same thing about CA having a bigger benefit payment and that I should apply for UI benefits with CA; I was approved to receive California benefits.
I received a letter in the mail last Friday. The letter basically stated: We need you to help us determine whether or not this employer should be paying benefits.
On the form it said my California employers reason for my leaving was: "quit to move to Oregon."
The form also asked for: how long I worked, what type of work, my position, my hours normally worked, ending pay rate, if I gave notice that I was leaving + when, and why I left working their.
(I gave a 30 day notice that I was quitting because I was getting married)
Note: My previous CA employer is not very organized when it comes to any sort of paperwork, I did not sign any departing papers or anything of that nature when I left my previous employer.
I have read CA EDD Eligibility : Domestic Circumstances, Secton D. , Title 22, Section 1256-12 (b) : I was wondering if you think I had "good cause" for leaving my California employer .
Also if I am denied CA EDD UI benefits, will I be required to pay back what they already paid me out in benefits?
Would I qualify still for WA UI benefits since I was laid off in Dec 11 and it is now Feb 12?
