Default Immigrants Entering the U.S. As a Layover Flight to Mexico

My husband is a Brazlian citizen and we wish to vacation in Cabo San Lucas, Mexico. The only flights available have layovers in the USA, and the returning flight stops in the US as well. Will they allow him to fly through without being an American citizen?

If he will have to pass through customs, he can seek a transit visa (or tourist visa).

(People from nations that participate in the visa waiver program don't have to obtain a transit visa, but Brazil isn't one of those nations.)

A visa will be required. US airports do not have international transit areas.
