    Default Child Abuse Committed Abroad by Non Citizen, but Later Became an American Citizen

    My question involves child abuse or neglect in the State of: New Jersey. Child abuse was committed by a citizen of another country approximately 10 years ago. It was committed against an American Citizen. Now the person that committed abuse has become a resident alien/naturalized American Citizen now. Can that person be prosecuted in America now for committing crimes against an american citizen 10 years ago and before they were an American Citizen.

    Generally, the statute of limitations tolls when the child referenced to becomes 18. If reports were filed at the time it happened, it would be best to consult the local prosecutor as they would make the determination to file criminal charges.

    whether they are or were a citizen either now or at the time of the crime is irrelevant. The only thing that matters is whether the statute of limitations has expired. Without knowing more about the situation, it is impossible to determine if it has.

    Was the abuse sexual? How old was the child then? How old is the victim now? Is the victim and abuser related in any way either familial or through some situation such as teacher/student or any such relationship?
