My question involves labor and employment law for the state of: California

My employer started a new policy requiring employees to exchange their cell phone or car keys as collateral for a pager we need to use while we are at work. So far, one set of car keys has been lost and one cell phone has been damaged but the employer took no responsibility. Can they require me to give them my personal items in exchange for something we need to adequately do our job?
