My question involves criminal law for the state of:California
I am 30 years old now and have a 13 year old daughter who was concieved when I was 15 and her mother was 18. Her mother is 3 years and 2 weeks older than me and left me after she got pregnant. I joined the Army when I turned 18 and child support filed judgement on me. Is this legal since I was not able to consent, because my whole adult life has been controlled by the state intercepting my money. She has a history also of having 5 different children with four different men after me. What can I do?

The SOL for unlawful sexual intercourse per PC 261.5 has long since expired. As mentioned, she will not be held liable for any crime. Even if she were to be charged with a crime, you would still be compelled to pay for the child you conceived.
