    Default Human Resources Department Authority

    My question involves employment and labor law for the state of: PA

    I'm a Federal Employee. I have a service agreement that specifies a specific duty location. I have been accepted to the same position but at a different duty station. HR has written a letter on government letterhead that my service agreement and the included incentives will transfer to the new position (this is important because I would have to pay the incentives back if I break the service agreement conditions). Is a letter from HR enough, basically is HR the authority over employment service agreements? I'm just paranoid that if I take the position even with the letter that I will end up being liable. Thanks for any advice.

    We have on reason to doubt the content of the letter; it certainly works in your favor, in the event of a problem, that you have the commitment in writing.
