Default What State Should I File a Custody Motion In

My question involves child support in the State of: Pennsylvania AND New Jersey. I have a property settlement agreement issued by the State of New Jersey (NJ), but both the father and I live in Pennsylvania (PA). I need to file a motion to get the father to chip in on college costs as it is dictated in our property settlement agreement. Here's my question: even though I am aware of a reciprocal agreement between states, what state should I file the motion in? the originating order's State of NJ, or the current state of residency - PA? I've been told that the reciprocal agreement between states governs that if I live in another state, that state has to honor the property settlement agreement of the issuing state. But is that true?
