My question involves a traffic citation from the state of: California

My husband and I were at Sam's Club the other day, and the parking lot was very crowded. My husband has a valid handicap placard which was properly hanging from the rear view mirror. There was only one handicap parking space available in the lot, but unfortunately a big fat pig of a pickup truck was encroaching into the space by about two feet. I did what I could and took the remainder of the space which caused me to encroach on the blue lines. When we returned from shopping, I found a citation on my windshield for $400. I thought that the access lanes were for the benefit of disabled passengers in the vehicles in the adjacent parking spaces. Since the blue lined area was adjacent to the passenger side of my vehicle, and my husband was able to exit and enter the vehicle, wasn't its purpose served?

Anyway, I'm furious about this, and they can throw my in jail before I will ever pay this. I would appreciate any suggestions on fighting this. What, for example, is the purpose of the blue lined areas? What is the legislative intent behind the no parking prohibition? Was it intended to to punish disabled drivers who park crookedly or are impeded by big fat pick-up trucks encroaching into handicap parking places?
